Community Housing Plans

The Enterprise Housing Plan was adopted by the Hamlet of Enterprise on January 18, 2022,  and sets out the community’s housing needs and priorities.

Housing NWT will continue to support the Hamlet as it moves forward on its action items. The plan will also support future housing decisions in Enterprise by Housing NWT, the Hamlet, and other parties.

The Enterprise Housing Plan has three parts:

• the Enterprise Housing Plan itself;
• the Enterprise Housing Needs Assessment that provides data and community feedback; and
• a short-to-medium-term Enterprise Housing Action Plan developed by Hamlet leadership.

The Hay River Strategic Housing Plan has been developed over a multi–year process, in collaboration with the Town of Hay River and Housing NWT.

Hay River's community housing plan is designed to address the community’s unique housing needs, increase housing supply, and improve affordability for residents. 

The goals and objectives in the plan reflect community needs and priorities shared by residents through multiple periods of engagement and review. A community Advisory Committee was established to guide and inform a 2021 - 2022 housing needs assessment and the development of the 2023 strategic housing plan.

The plan aims to improve housing outcomes and support residents of all ages, incomes, and abilities through housing policy and other actions. The plan sets a framework to implement and prioritize action-oriented strategies, providing guidance for decision-making. In addition, it will promote new partnerships and greater community awareness of housing issues and opportunities.

Plan implementation will be led by the Town of Hay River with support from Housing NWT and community partners.

The Kátł'odeeche Housing Plan was developed through a partnership with Housing NWT. Housing NWT will continue to work with the Kátł'odeeche First Nation to meet the goals of the plan.

The housing plan has three parts: 

• the Kátł'odeeche Housing Plan itself, which highlights the community and strategies to improve its housing situation;

• the Kátł'odeeche First Nation Housing Needs Assessment, which combines data and community feedback to describe the current housing situation in Kátł'odeeche First Nation and identify specific areas of need; and

• the Kátł'odeeche First Nation Housing Action Plan, which sets out a number of actions to meet the community’s vision for housing.

In August 2022, the Nahɂą Dehé Dene Band adopted the Nahanni Butte Housing Plan, developed in partnership with Housing NWT. Housing NWT will continue to work with the Nahɂą Dehé Dene Band to meet the goals of the plan.

The housing plan has two parts: 

• the Housing Plan itself, which sets out a number of short, medium and long-term actions to meet the community’s vision for housing; and
• the Nahanni Butte Housing Needs Assessment, which combines data and community feedback to describe the current housing situation in Nahanni Butte and identify specific areas of need.

Developed collaboratively with the Paulatuk Community Corporation, the Hamlet of Paulatuk and Housing NWT, the Paulatuk Housing Plan’s main goal was to identify the housing needs and priorities of community members. The project began in December 2018 and the final Plan was adopted in July 2021. Details about the full process are contained in the plan.

The Paulatuk Housing Action Plan provides a suggested five-year timeline to accomplish the goals and improve housing in Paulatuk. The Hamlet and the Paulatuk Community Corporation(PCC)  will lead the implementation, in coordination with Housing NWt, the Inuvialuit Regional Corporation and other partners.

The West Point First Nation completed its Community Housing Plan with support from Housing NWT and the Canada Mortgage Housing Corporation.

The project included the development of a housing needs assessment, which gathered input from community members along with home assessment and housing-related data to establish West Point First Nation’s current housing situation, and the Housing Plan itself, which lays out priorities, goals and strategies to meet the housing needs of members.

The Whatì Housing Plan was developed in partnership between the Whatì Community Government and Housing NWT over a one-year period. Both parties signed a Participation Agreement outlining the roles and responsibilities for the project.

The Community Government designated one Council member as the point of contact for the Community Housing Plan project. This member is the point of contact for the community, the Community Government, and for Housing NWT.
Housing NWT hired local facilitators to assist in the planning work.

The housing plan has three parts:

• Whatì Housing Needs Assessment, and

• the Whatì Action Plan.
